
WASHINGTON — The vice presidential transition was in strikingly clear view Sunday, with Vice President-elect Joseph R. Biden Jr. describing his future responsibilities in somewhat restrained terms — as something like counselor-in-chief, but with no single policy focus — and Vice President Dick Cheney saying that if Mr. Biden "wants to diminish the office of the vice president, that's obviously his call."
Mr. Biden also underscored the central challenge posed by the worsening economic situation. The new administration's first mission when it takes office on Jan. 20, he said, would be to keep the economy "from absolutely tanking."
